Is Minnesota the whitest progressive state?

Current white pop of MN: 4,329,205 est. (74.7%)
The only state that's been voting blue/progressive policies since the late 70s. They're also the one of the 4 states with a high ratio of non-Hispanic whites, aka over 2m people and over 70%, with PN, OR, & MI following. The old logic's that white dominated states tend to vote right wing, MN seems to be an outlier.
Another old saying is that the states with the biggest cites tend to be Democrat. Yet, MN has 3 (2 if you count the Twin Cities as one big town). You combine all of them (859,668 est) that's nearly 15% the entire pop of 5,830,405.
Why do you think that is? How can a state with few major cities be more left leaning than other white dominated states like Ohio, for example?

Vermont is 91% white, which is the highest percentage in the nation. It also voted Democrat in the 2024 election by 64%, which is also the highest percentage in the nation (second behind DC). It is the only state with an Independent Democratic Socialist state Senator with Bernie Sanders.
