I would poke at it to see if the actual tread is separating or if it’s just that little strip around the edge. The chassis from the ports and rail yards usually look like this.
In my experience when they look like this you’re ok to drive to a shop, but if you try to go long distances they’re prone to slinging the recap off and fucking up the trailer or other tires.

Its a recap, they usually look like that sadly. And it's on a drive. Just keep a eye on it, and try to keep cars away from it
