GPU: ASUS Dual Radeon RX 9060 XT 16GB
Mainboard: ASUS PRIME B850-Plus WIFI
RAM: Corsair Vengeance RGB DDR5-6000 32GB CL30
SSD: Crucial E100 1TB NVMe SSD
PSU: be quiet! System Power 11 M 650W 80+ Gold
Thermal Paste: Thermal Grizzly Polartherm
Case and CPU air cooler undecided but will be budget options for sure
These parts will be about 1200€ total
I will be using the PC for photoshop, gaming and media consumption and studies.

I dont like Corsair ram they have higher latency then other brands , i would go for ram that has lower latency since X3D cpus loves it , with low latency you just tighten the timings and you are good to go thats why i love Gskill ram , literally AIO.

I had read that AMD cpus are less sensitive to RAM speed. Also in todays market a cl of 30 is pretty good. But I am NOT an expert. In the past at lower prices I've built with cl of 18-22 but that was with much lower prices.

Your chosen motherboard has poor VRMs and your chosen SSD has a comically low endurance rating.
By the way, which country are you currently in? I can't rate the other parts without this detail.

About suggestions, it'll take a while since PCPartPicker Germany shows your build costs more than 1300€ overall and geizhals.de isn't as convenient as PCPartPicker.

The E100 uses low-quality QLC flash, which has low durability and becomes noticeably slower after a few years. Get a better drive with TLC flash like the goodram PX500, Intenso PCIe Premium, MSI Spatium M450, or Fikwot FN955.
The µATX form factor would allow a cheaper motherboard and case. Get the ASRock B850M-X WiFi R2.0, or, if you plan to upgrade to a much more powerful CPU like the 9800X3D, a board with stronger VRMs like the ASRock B850M Pro-A WiFi. A cheap case with good airflow is the Silentware Air 10.
The X3D cache does a good job of hiding memory latencies, so a CL30 kit might not be worht it. Consider a CL36 kit.

It's possible, just on 1080p can work with max settings for a long time, 1440p settings depends on the games.

I have a setup with a similar GPU and a much worse CPU and I play EXCLUSIVELY at 1440p and there isn't a SINGLE game I couldn't play at 60 or more with high settings and RT on. To be fair, I usually play with quality upscaling on which isn't a problem to me but some people just hate upscaling.
Of course if you are against upscaling then just turn some settings down (though this will probably only be the more intensive games like Alan Wake 2 where you don't hit it).
This is 1000% a 1440p card and can even do 4K gaming well if you drop settings or go to performance upscaling.
I have the 5060TI 16GB so I use Multi Frame Gen when I want to use Path Tracing with maxed out settings and it has been a great experience even on Alan Wake 2 which is NOTORIOUSLY intensive.
I bring this up even if this is an AMD GPU because there's rumors of them bringing their own MFG and they already have regular FG.
But basically, you're set for 1440p.

It will be good at 1440p too, don’t worry, depending on the games you might have to tweak some settings but i’m sure it can manage any game at good visual quality especialy since fsr4 is awesome. Also if i’d recommend to check out the thermalright peerless assassin or phantom spirit cpu coolers and the lian li lancool 207 pc case, these are pretty good budget options.

Seems fine. I wouldn't waste money on thermal paste. The 7500X3D isn't a power hungry CPU and the cooler you pick will likely come with thermal paste.
