Question on City of Dallas loitering ordinance

There is a guy who kind of lives across the street from our house and kind of doesn't. He spends six to eight hours a day in his car which he parks directly in front of our house every single day. It's a very strange situation and I don't understand why he won't park on the other side of the street, where he kind of does / doesn't live. I'm guessing he's a boyfriend of one of the ladies that live there and he waits for her to let him in the house?
Would my city council rep be the right person to contact to address this?

No. It's an extended family situation and they are very siloed. They are obviously aware of it.
I open my front door to get the mail and there he is right in front of me. I take the dog for a walk and there he is right outside my front door. I leave for work there he is. When I come home there he is again. When i go to bed there he is. When I wake up there he is. When I cut the grass there he is.

If they are sleeping, you could call the police for sleeping in public. They can then identify them, but only if he's sleeping at the time they arrive. In Dallas, it would typically be called in as a suspicious person which usually gets a decent response time

Last summer he was sleeping in the car half naked. He's a nice enough guy, and yes I have asked him to park across the street but for whatever reason he needs to be directly in front of our house. There are also young children in the neighborhood and the situation is just too weird.

I had to make sure he was OK in the heat. I talked to him and he was OK but I briefly thought maybe he needed a social worker or something.

Sitting in a legally parked car isn’t loitering. You may get cops to come talk to him, but as long as the car is licensed, insured and parked legally- theres nothing they can really do.

Thinking your city council rep is going to do something makes no sense is my point. City council makes laws. They aren’t law enforcement……

They will just refer it to DPD if it sounds like a problem. They can get an escalated/quicker response. In this case, it's hard to say if they would even do that. If he's just sitting there and not doing anything, that's probably legal?
If there was something else going on, like people were coming up to his car all day or into and out of that house all day, that could be an indicator of drug dealing or prostitution and would be more likely to get a response.

There is no loitering ordiance, not one that can be enforced. Loitering, by and large, is considered unconstitutional. They are in public not causing a disturbance. Leave them be.
