New fat tire (back) not meeting the rim after inflation... how bad is this?

Finally swapped out my CST factories (BFTs) with CST Scouts. The original tires were a bitch to get on and off, particularly the back one (I thought it was glued to the edges of the rim for a bit), but I managed to do it without injuring myself or damaging the inner tubes, the tools used, and the wheels & tires themselves (that I know of).
Front:
While I haven't yet taken it out for a spin (raining today), I spun the front wheel a few times and - it's not wobbly (sideways) - but it's not car-smooth, either.
Back:
The back motor wheel tire, which I'm more concerned about, never spread out to meet the very edge of the rim along the sides, even after pumping it up fully (some does, some doesn't). I was expecting it would "pop" out as I inflated it like the front one did (I think), and like car tires do (though, they use some kind of spray and/or fire to get that pop for car tires, but those are tubeless).
Is there some kind of balancing process for these I have to do to get both smooth, and to get the back tire to pop out all the way? Does it matter as much for these fat-tire bikes? Will riding eventually smooth it out or is it dangerous like this or bad for the bike/wheel? Do I need to overinflate it to pop it out? What do I do here? Thanks.

Try taking a rope and wrap it around the tire. Do half of a granny knot then put in a stick and granny knot the stick. Twist the rope tight and then inflate to 10 lbs. See if it seats and either way take it to 20. Then take off the rope and see if the problem is fixed.

As you fill a fat tire, you need to stop and re-center the tire on the rim.
So its a few pumps, seat the tire all the way around on both sides,
a few more pumps, seat the tire...

You can use a lube like Schwalbe Easy Fit to help the tire seat.
Otherwise, riding a bit should also work if you simply can't get it to do so right now.
