Whats the cheapest 300-400w PSU still decent enough to not burn my house down? Throwing together a budget server computer out of an old fx-6300 + 750 ti combo.

Have the mobo, cpu, gpu, ram and storage. just need a cheap psu that works.

my fx 6300 prebuilt came with 500 watt psu. its actually the only thing from that prebuild that i use today; on a nas server.
so unless you're in antartica with free electrcity there is NO REASON to use THAT processor in a server.

its what i have (for free) besides my main pc, do you think it'd really be that bad on power usage if i undervolted it?

YES. Its terrible. Find a cheap celeron, 8gb ddr4 2400mhz; for the 6300 from what i experienced didnt save that much with undervolting and was so slow it would need a reboot in the middle of its stuck startup which when left alone would take 15-20 min

Is this US? Cheapest one should do these days in MSI MAG A-BN, 550 or 650W.
If that's not an option, Corsair CV and VS might still be a thing.
