Your states are a lot smaller than you think, on a global scale.
Africa is three times larger than the USA with four times the population, for instance.
Or if you want a single country, India is only the size of the Eastern United States but has a BILLION more people than the whole USA.

The current reps can't reliably understand anything they're reading, and they spend too much time listening to lobby perps.
What really needs to happen is proposals need to be written in both legislative terms as well as laymen's terms so that things can be more easily accessible for teach, learning, and understanding,
There is way too much gate keeping going on right now and it makes it very difficult to feel motivated and optimistic about our future as a civilization.

My rule would be that all the state legislators get to propose a map. For every map we calculate the total perimeter of all the districts and add them together and the one with the lowest total wins and that becomes the district map. No chance you can gerrymander when you can't run a district all over the country side with tendrils picking up voters here and there.

That'd be funny to watch, but it's way too much work.
Let's simplify. Any congressional district must be a square with a side length no smaller than 1 kilometer. Done.
(At 1km size, non-euclidean measurement issues only matter very near the poles so we can safely ignore them. We all know what a square is. Don't make this complicated.)
