Was looking to get a Ryzen 7 5700x3D but its price is super inflated right now, while the 7800X3D is on sale. Would it be worth it to simply grab an AM5 board instead?

The 7800X3D is a no brainer if it's actually on sale, you'd be jumping like 5 generations ahead and that chip is still a beast for gaming.

If you can afford Ddr5 ram a 5 mobo and a new cpu definitely worth it. Last year I upgraded to 9800X3D arctic cooler 32g vengeance ram with the Asus tuf 5080 and don't regret it at all! The question is can you afford what you want.

I mean you're looking at completely rebuilding your whole setup, you're going to need ddr5 ram, am5 motherboard, and I would recommend buying a new PSU, since 650 is just barely getting by the recommended for a 9060 xt, if you enjoy building a PC then by all means go for it, but if you're looking for the best value for your buck, buying individual parts is unfortunately not the way to go right now. It's crazy to say, but prebuilts on sale are better value at this point, and since your whole rig is outdated, I would go for one of those if you are in the US.

I wouldnt spend the money on a 7800X3D just to use a 9060XT.
Either try to get a 5600 for like $50-60 used from someone or spend on a 250K Plus build and put whatever you have otherwise saved from the 7800X3D build into a better GPU than a 9060 XT.

Would a 5700x be more realistic for a 9060xt? 9060xt is apparently still a great card and a huge upgrade from my gtx1080. Also, I'm not upgrading my cpu exclusively to game with a 9060xt, although it is one of the primary reasons. There are a number of my productivity tasks that would benefit from it.

In paper it is a good idea, but I dont know if you can find one at a price that makes sense.
I would spend anywhere from $50-100 for an AM4 upgrade that makes sense, while trying to stick to the lower end of that.

I don’t know if you have a budget but I recently went to microcenter to upgrade and they have bundles right now for an AM5 Board, 32GB of DDR5 and whatever processor you are looking for. I personally got the bundle with a 9850x3d for $679

I'd go AM5.
DDR5 can be got for tolerable prices if you shop around. A MB and DDR5 bundle might be available. The 7800x3d is top (affordable) tier and an excellent choice.
Note most games will run fine on 16GB, but memory kits are best bought together. 32 GB is plenty unless doing video/AI/graphics stuff. 2 16GB sticks better than 1 32 stick. Be sure to enable XMP/EXPO if available (read up). I think 350 to 400 US could get something to fit your needs. 6000 mts is what I would look for.
9070 XT and 1440p monitor sound good. The monitors are actually pretty inexpensive now with high refresh rates as well. Like around $250 US to start these days. You can get that now if you want to get started, it will work with what you have or will get.
With 9070xt the power might be better at 850 watts. Get good PS comparable to the quality of what you have.
A reasonable quality MB is all that is needed unless overclocking is something you seriously do. $150 should cover it, not more than 200.
I assume you are building yourself so you can take time and shop around. Might be able to find a good bare bones package.
Essentially you are getting a complete new system so I would peg around $2000 in total. Peripherals can be reused as needed. That should get a very good system capable of high FPS in whatever games you play.
If that's out of the question DDR4 is fine and will be around for some time to come.
Definitely read all you can to prevent any surprises but that is unlikely. Use PC part picker for proposed builds.

I would suggest, if you have one close to you, go to a Microcenter and get the bundle deal. Motherboard, cpu and usually 32gb of ram with it.

Don’t let the money burn a whole in your pocket and buy one or two things that will lock you out of making a smart buy on the third.
Save your money and buy all 3 at once, taking advantage of sales at that time.

I was in similar shoes yesterday. Got myself a RX9070 a short while ago and noticed the CPU bottle neck of my Ryzen 5 3600X sooner than expected. I did know about the bottleneck, and planned to upgrade to a 5700x3D along the way, but because of the current prices (260€+ used), upgrading to AM5 seemed to make more sense, investment wise. So yesterday, I went ahead and did that.
I now switched to a MSI B650 Tomahawk + 32GB 6000MHz DDR6 used but like new for around 350€ as combo, and a Ryzen 5 7500X3D new for 200€.
So at 550€ total, certainly not a steal, but, looking into the future, I feel it makes much more sense than spending 260€+ on a used AM4 CPU now and eventually having to upgrade to AM5 anyway. With current market development, even if the AI bubble bursts next year, it'll take at least 2-3 years for prices to settle down enough on consumer market due to manufacturing contracts.
So ask yourself this: Would you rather wait a few years, and then do a full upgrade (since you will have to buy new Mainboard, CPU, RAM then anyway) and buy a used CPU now, or do you want to upgrade now if you find a good deal and maybe pay ~150€ more than you'd pay in a few years.
If you have the extra money, treat yourself and upgrade now, would be my recommendation.

The 7800x3d is not a cpu you pair with a 9060xt. Look at the 7500f or 5600 and put the saved money in a better gpu than the 9060xt

Bro, I did the exact same upgrade today. I am on AM4 ... sold my CPU (5900x) Mob (MSI) Ram (32GB DDR4) combo for \~ 40K and upgraded to 7800x3d. Waiting for the components to arrive now.
My math said that in 15-20K I can upgrade to an x3D processor on AM4 while for around 40-45K I can upgrade to AM5. The longevity of the AM5 platform, made me choose the latter.

AM5 is always better and the only issue is can you afford the DDR5 RAM.
If you can, go where you have a better upgrade path in the future.
For 1440p, even a 5600 non X is really good as I run a 5060 TI 16 GB (just the Nvidia version of the 9060 XT 16 GB you mentioned) and apart from trying to get over 120fps in Fortnite or COD without frame generation (because the CPU is limited in producing higher frames and an X3D chip would help but unless you're an eSports player and making money off it, don't even worry about it), any non eSports games (or games that are CPU intensive like Civilization games) you can easily get 1440p60 at high settings on it.
So basically, either way you go is plenty, but one is a better long term value.
