I have a 9070 and my son has a 9060xt 16gb. Noticeable difference but depends on how much you can part ex the 9060 for tbh

It's significantly more powerful, about a 40-50% improvement, so if you can afford it I'd say go for it.

Hell no. It's not worth it at all. The 9060xt can still do 1440p just fine.
