I`d like to see the risk assessment for that decision - the sombrero could be deemed to be PPE, limiting his exposure to UV, a real issue for outdoor workers.

Same here, you could argue it's uniform violation, but the guy is on the spectrum and it keeps him happy and it doesn't bother anyone so let him do it, if the manager wanted to argue uniform violation then don't hide behind its health and safety.

Always ask for proper context, this pushes idiot jobsworth managers into a corner and gives you leverage when you take it further, dress code annoyance (everyone should look like a drone) is not enough, and headgear is not generally included nor mentioned... Thus.
