ULPT request. Neighbor who thinks he owns street parking.

All right demons. Give me your worst.
I live in an apartment in Seattle. Street parking is the only option. I park on a residential street near my house. Seems normal right? Kinda like I…have to.
I also don’t drive my car every day. Some days I don’t work. Some days I ride my motorcycle to work. Some days I drive a different car. God forbid. Things aren’t always the same every single day.
So. I have this neighbor who views the twenty feet of street parking in front of his house as his god given property, and is absolutely on a hair trigger to call the parking enforcement people to force me to move.
He’s gotten me five tickets over the last two years, because I’ve left my car there more than 72 hours. He’s requested three different times that the city “force me to move this vehicle from this block” and I’ve received notices on my windshield those times including last Friday.
He parks his cars in his driveway and garage. He doesn’t use street parking at all. My car is a pristine 94 Land Cruiser with all kinds of specialty shit on it. It’s not abandoned, it’s not some junker sitting on the street. He has no reason to do this other than he’s being pissy that someone is in front of his house.
The one time I confronted him, he melted like an ice cube in the sun and said sorry.
But he keeps doing it. Over and over. Did it again two days ago.
Obvs I am not going to let my car get towed, and I’m going to keep my shit clear, but goddammit. I live here. I pay 2500 a month and I have a goddamn car.
I’ve had enough of this asshole. He doesn’t own that street. He doesn’t get to just call anyone in and have them ticketed or towed for parking in front of his house.
What do I do to make his life fucking miserable without going to jail over it? I hate this sonofabitch. I want to make his life miiiiiiserable.

Over 72 hours on a regular basis, and it sounds like you've got multiple vehicles parked around the neighborhood?
I'd call into the parking authority as soon as I saw you setting up camp (again).

Years back I was this demon, had a job delivering newpapers and would sometimes be driving an older crappy cube van which had magnetic signs that went on when working with the company details, but parking it reverted magically to a private vehicle though a GVW was printed that was just below the legal limit for such in the city. It was moved / used every night. Had parking enforcement called multiple times, but they'd just circle the truck and say there was nothing illegal about it.
So, find and park the largest and ugliest truck you can borrow that still falls within the rules for being a private vehicle that can be parked on a residential street. I think you know where it can best be parked.

I’d start with reading the code. Figure out how you can leave a vehicle parked in front of his house continuously without getting a ticket/tow.
The exact wording of the code makes a huge difference.
Record all activity in that area. See if you can catch him making a mistake that you can report. Fair’s fair after all.
