Stuttering PC Update

I made a post here about 2 years ago about my PC having really bad stuttering issues after I discovered the motherboard CPU socket pins were bent. Now every computer I have had since has had the same problem. The original stuttering system was a 12700k and 3070. Then I built a new system with a 13700k and 4070 Ti. In a game like Deadline Delivery, my 1% lows were as consistent as the current fps, causing awful frametimes and stutters. I recently purchased a Legion Go S Windows 11 edition and that has the exact same problem as well.
Now here's whats interesting. I installed SteamOS on my Handheld and the stutters are gone. I reinstall Windows and the stutters return. I created a Windows installation media with a system that didn't have the problem and installed that on my 3070 rig. I have that in a different location of the house and now that computer barely stutters. But I created a new installation media with that rig for my Legion Go S and the handheld still stutters with Windows. I set up Windows without WiFi or a Microsoft account with the oobe/bypassnro command and stutters still persist.
So I am confident now it's not hardware related and something to do with Windows. I had high DPC latency with Memtest86 and fixed that, but the stutters are still present.
Both systems have new parts in them now. The old 3070 rig now has a 3080 and the only component it shares is the PSU. Has minimal stutter. My 4070 Ti rig has all new hardware, only shares the monitor, cables and accessories but still stutters.
Anyone know what the issue could be?

Follow steps 1-4, 6, 7, 9 (fully like mentioned for Nvidia), 10, 11-NV, 12 to fix your performance and optimize it. https://www.reddit.com/r/AMDHelp/s/io56qZY9Yw (As per me your fix is likely step 9, 11-NV, 12, try those first)
If the issue persists, follow Step 14. If the problem still remains, check Step 17 and ensure no overheating occurs, all component temperatures must remain stable.

Yeah this really sounds like a Windows issue, especially since SteamOS runs fine. I’d check drivers and background stuff first. chipset, GPU drivers, power plan, overlays, all that can mess with frametimes. DPC latency being high earlier is a big clue too. Windows can be weird with this stuff.
