This crazy idea is to make an engine that runs on diesel fuel and gasoline and a water / methanol mix.

It's been tried - sorta.
They mix coal and water to make a slurry, and inject that.
The fuel injectors get worn down hella fast tho.
Actual powders are hard to move around, and once they're airborne tend to be explosive instead of combustible.

More often the ww2 method was to heat finely powdered coal and turn it into gas for internal combustion engines.
Powdered itself was used in turbines.
There were a few wackier inventions with varying success...

That's a gas turbine engine like a Pratt and Whitney PT6.
The military has built small gas turbine generators, and there's a Japanese one that was commercially available, for this exact reason.
