I want to build a PC and looking to spend around 2000 dollars. I was wondering if the 4070 ti super still a good GPU to run sim racing

Typically for a gaming PC I recommend allocating around 40% of the budget to the graphics card.
Around $1,750 you can make a 9070XT PC. By $2,000 you can cram it with upgrades.
$2,000 you can also cram in a 5070 Ti if you feel inclined.

Depends on the price you can find that GPU for. The RTX 40 series has been out of production for over a year and prices are heavily inflated.
The Radeon RX 9070 XT is generally the right choice for a $2000 PC.
