As far as I can tell it's a WW2 lend lease British model 10 in 38 S&W but I don't know why the barrel is cut. If some one knows please let me know.

These were incredibly cheap for a long time. Any sort of weird project or bubba can be found. There is also a wide variety of importer modifications. With this I’m assuming someone’s backyard modifications for an unfinished project.
