Hes so pissed at highway workers hes screaming, blaring the horn and flipping these guys off. He takes the off ramp thats closed, barely dodges the trucks and various other work vehicles, then comes out on a closed road thats part of some parade or something of the sort.

Hes literally dodging children on a closed road, a cop on a motorcycle eventually tails him but this dude never stops. He gets away but is eventually caught (not on video) and got a couple few years in jail.
