Yes, this photo comes from an old post-unification German arms magazine from decades ago (Ca. 1995). It's basically an East German Military "Pistole M" (Makarov) that was factory (Ernst Thälmann/Suhl) built as a long slide/barrel competition "sporting" pistol. It was officially called "Pistole Makarow Sport". The original photo(s) are color, but I believe this is a black and white scanner copy that was shared on the internet many years ago on the old Mak dot com forum (Perhaps from a German poster?). A few years ago, I acquired a very large collection of German arms magazines that all included Makarov-related content. Low and behold, this photo was in one particular magazine. It also included photos of the also extremely rare East German "KK- Einstecklaufsystem für Pistole Makarow" (.22 LR Conversion Kit for the Makarov Pistol), KK-Pistole Makarow (.22 LR Makarov Pistol), "Smart" Revolver (9x18 Revolvers that could be suppressed), etc. I was lucky enough to acquire the only DDR .22 conversion kit ever seen outside Germany, but still searching for these other rare gems. Besides the photo in this magazine, I've only seen one other remnant of a "Pistole M Sport". It was just the long slide that somehow wound up in Russia. My guess is some were gifted to Russian diplomats and later destroyed, but family was allowed to keep the otherwise useless slide. By the way, the East German did produce a 9x18 Mak auto pistol similar to the APS. My guess is most of these rare DDR 9x18 pistols/kits were produced in the mid/late 60's as I know for fact one .22lr conversion kit's paperwork was dated 1966. The Germans likely abandoned these projects because the Russians had ordered them to cease production of the Pistole M in circa 1965. They likely did not like that the USSR's little stepchild was doing better job at production and innovation than even they were.

I don't know the answer, but I'll say that Soviet sports shooters used all kinds of pistols for various types of target shooting (and training). There wasn't a big commercial market to drive the existence of commercial firms developing them, though, so many competition guns were made by gunsmiths attached to larger sports schools or national teams, or other gunsmithing enthusiasts. They often used existing stock to modify and accurize: mostly 1895 Nagants pre-war. This started to change post-WWII when the Margolin MTs appeared, then a slow trickle of specialized sporting pistols like the ones Khaidurov developed.
But I dunno, maybe someone wanted to make an accessible target (or "rapid shooting") pistol out of the widely available PM? That could be a fun option for shooting clubs, including inside the military and the police, something like... high power factor rapid shooting competitions? I'm not well versed in shooting sports.

Maybe a full auto prototype for the Stetchkin? The hammer and sear don’t look any different though.
