Software dev help, which gpu should I get, do ram and ssd brands matter?

I am not the software dev in question it’s a friend of mine. I’ve seen him use vms and coding software with lots of tabs open (some of theme are just music some testing his site etc) I’m not that into coding and stuff but the reason I come to ask help is he’s also kind of a dumbass in the sense of asking ChatGPT which is better and buy probably since the last thing he bought(and what he’s currently using) is a gtx780 but something about his pc can’t handles windows 11 and he needs it for a cybercert.
anyway he needs these main things
- anything secure like good encryption (he handles sensitive data since he hosts an MIS site which he can be severely punished if leaked)
- price doesn’t really matter but max is 5080 price if it’s really needed. cheaper price for same quality is appreciated I’ve been hearing the 9080xt is almost as good as 5080 for like half the price
- prioritise expertise in a sense that like if 5080 is only good for stuff like ai image upscaling that useless cuz he won’t game on this pc. This MIS site is single handedly programmed by him so like anything geared for his stuff (he doesnt run servers at home he has digital ocean)
- it needs to last around 10+ years (including software maintenance like he needs to upgrade for windows 11 andw later) about the same time it’s been from the gtx 780

Nothing of what he's doing would require a dedicated GPU. The internal GPU is used in millions of office PCs and will be extremely well supported.
RAM and SSD brands do not matter. For SSDs, the flash type matters (use TLC, avoid QLC).
This system prioritizes CPU power and RAM size. Even more power would be possible with a 270K system, but if he does not complain about his current system, it would be overkill.

What exactly is your friend using their computer for? What programs do they use? What's their budget?

Budget is dependent on what really needed he was willing to 4k maximum if it’s needed but prefers not to go that far. He host and programmes a school mis site no other programmers so he might use vm to help with app building and testing and other stuff related he has digital ocean server his pc won’t have one. They want it long lasting. He uses netbeans, oracle, google and PuTTy, visual studio code, and probably more I’m unaware of but that’s the basics

I don't know what an MIS site is.
For programming, you don't even need a dedicated GPU. The CPU's integrated GPU is fine.

System mainly schools use could’ve at least searched it up. He also is talking about remote control connection to his pc which probably needs a decent gpu

Nope, it doesn't. All of what you're describing is 2D Windows work that doesn't require any sort of dedicated GPU. Certainly not an RTX 5080.
A powerful dedicated GPU is used for gaming or 3D rendering. Is your friend doing any of that?

Your friend would be wasting a lot of money buying an RTX 5080 for what he's doing. It would be completely underused. The GPU integrated into the CPU is more than enough.

Does he do anything using GPU compute at all? If not he might still be fine keeping the 780.

He has intel i7-6700k cpu, x64 based pc asustek computer inc baseboard manufacturer 32 gb installed memory dk which type but it says 213MHZ
ALSO I JUST REREAD HE SAID 470 NOT 780, 780 WAS JUST FROM MEMORY

As a software dev student, you really don't need a strong GPU, you can get by with intergraded graphics
Maybe a low performing for VMs since I haven't got to that point yet but overall a strong GPU isn't needed unless he games
My current laptop for college is a 2024 G14 with a 4070 and my desktop has a i7 12th gen with a 5070ti, only got these because I game on the side with learning video editing and photography
If I didn't, I probably would've gone for a cheap laptop with lots of RAM
