Never. I remember the commercials though. My mom got a calling card that was attached to our home phone account and gave me one so I could make calls, including long distance, from a payphone if I needed to. I believe how it worked was to dial 0 before the number and then it would prompt for a code which was on the card.
The calls did show up on my mom’s phone bill so I couldn’t go nuts with it but it was nice to have in case I needed to make a call and didn’t have change for the phone.

I worked as an intern in a corporate IT department when those commercials were still on. The network was on a 10.10.220.0/24 subnet because that was so easy to remember. I never called one of those numbers but that one was useful and important for me.

It wasn’t to call collect, it was to switch carriers for just that phone call for (ostensibly) a cheaper rate. In NYC in the mid 90s for example, calling New Jersey from Queens would be an expensive per minute rate (50 cents or something?), but if you dialed “10-NJB” first, the call carrier would be New Jersey Bell, and it was supposed to be something like “only 10 cents per minute”.

The landline phone system hasn’t changed much - digital switching instead of analog and less copper for call carriage but this “10-10” stuff happens at a higher layer. I’m not sure it was originally meant to be a consumer feature, but just a way to control carrier connection using tones. Back far enough, you could use tone generators to get free calls (phone phreaking - look up Steve Jobs’ first product in college, the “Blue Box”)

It was a called a dial around code in telecom. 101 was the code and 0321 or 0222 or 0 whatever was the PIC Primary InterExchange Carrier you would point your Long Distance call to, instead of your call going over the PIC code you had on your phone line for your LD calls.
