This is a special Canadian tour of the endangered polar bears, which operates in with special permits in subarctic tundra outside the small Canadian frontier town of Churchill, Manitoba near the edge of Hudson Bay.

Its the real deal, a passenger was given free ticket who was a one of two persons given a ticket to go for couple day who was teacher. She was interview and showed footage for couple day tour on New Hampshire Chronicle. (Televise magazine) it was on episode, you can watch on youtube.

I could be mistaken, but I don't think they drive it out there like some kind of overland train. It looks like the cars are dragged out there separately and then joined together.
