That's not how it works. The judges letting them through (Which requires 3 judges, not 4) only gets them through the auditions. The judges then decide which acts of the ones they put through will get through to the live shows.
The producers add an extra filter between the 3/4 yeses and the show. Not all the people who get the yes’s go to the semis. Golden buzzer guarantees live show.
In the semis it’s a way for the show to guarantee the acts they’ve already made deals with or asked to come on progress to the final.

The Golden Buzzer in the auditions gets them thru to the live semi-finals. The GB in the semis gets them to the final.
