Need help finding budget CPU for RTX 3090

I spent days trying to figure out what CPU + Motherboard to get for my RTX 3090 that would reduce bottleneck so I must humbly plead my fellow PC brethren for aid.
Till now i5 8400 on a msi h310m pro-vdh plus motherboard was more than enough for me for most games I play. Unfortunately, many strategy games, especially from Paradox during late game tend to be very CPU dependent.
I'm currently on a tight budget so I can't with good conscious spend more than 200-250€ on the components. I read that Ryzen 5600 and i5 12400 are good options but I'm wondering if there is more room for alternative price-per-performance CPUs out there. I'm also not sure where to even start with the a new motherboard.

Go for am4, maybe you can swap to x3d in the future when it will be dirt cheap and “obsolete” If you can find good enough b760 board, go for Intel, you can upgrade to 14600 which is more versatile imo than am4 x3d chips I personally switched from 5700x3d to 14600, but I bought msi b760 gaming which is itself close to 100 eur

The motherboards for Ryzen 5600 do seem cheaper than i5 12400 ones so that was one of the reasons why I was so torn between which CPU to pick. I just found a seller with i5 12400 + b660m combo for 170€ which seems like a decent deal so I think I might settle for it and then later down the line upgrade to i5 14600.

If you want to keep your DDR4 memory, then Ryzen 5600 or i5 12400 are decent choices. Obviously you also have to buy a new board as well.

With everything I read online in seems like those two are on equal footing with eachother. But I'm still not quite sure what kind of motherboard would be best. One that is affordable and perhaps future proof.

Future proof isn’t a thing on either dead platform. I’d go AM4 with a B550 chipset and a Ryzen 5600

Hmm... I'm still torn between i5 12400f and Ryzen 5600 but I will look more into the B550 setup. Thanks for the info.
