I tried and did everything that the recovery tool thing said. I have a Victus Gaming Laptop, Win11 and every time I try to turn on my laptop it does not go past the victus logo and it just restarts and the only option is to shut down, I tried to do a clean install via usb and it even does not let me install it because it restarts by itself. I’m going crazy with this

If a clean install from USB also restarts, this is almost certainly hardware not software. Boot into BIOS (F10 at the Victus logo) and see if it's stable just sitting there for 10 minutes. If it restarts in BIOS too, it's hardware.
Then run the HP UEFI hardware diagnostic (F2 at boot) and do the full memory and storage tests. Bad RAM or a dying SSD are the two most common causes of this exact symptom.
If under warranty, stop and call HP - further troubleshooting can void coverage.

Thank you so much for this, I’m going to try this later and let you know what happens. I do not have warranty anymore unfortunately cuz this laptop is 3 years old
