Miodrag is a Serbian given name while Babić is a Croatian, Bosniak and Serbian family name, by the looks of it quite familiar too. It's probably asking an American if he knows anyone related to a "Mark Baker" or whatever.

I worked with guy called Luka Babić. Seriously. His father was Croatian and his mother was Serbian. The running joke was he woke up every morning trying to kill himself!

Based on the name you're looking at Croatia along the coast of the Adriatic. Probably between Split and Vodice. Guy would have been of fighting age in the 50s so born between as early as 1910 but probably around 1930. Means he probably would have died around the turn of the century if he kept the rifle all that time.
I don't know if the Yugoslavians under Russia kept good public civil records. I know the stasi destroyed a lot of records with the fall of the wall but Yugoslavia was different.

Yugoslavia wasnt part of Russia.
They had good record keeping however a lot of it was destroyed during wars.
Both Miodrag and Babic are shared between Serbian/Croatian/Bosnian so the owner could have been from anywhere. Its more than likely impossible to predict.
You could paint a broader picture saying he could have belonged to any of the fighting factions during the second world war. Its like looking for a John Conner. I'm sure someone knows something they can point OP towards.

Not necessarily. A lot of these were issued during the was in the 90's, the name engraving might be from a reservist that had it issued (i would say it more probable, because in the army you get punished for defacing your issued rifle, while in the trenches everything goes, especially in paramilitaries)

If you or someone you know has an ancestry dot com account they've got probably the biggest database of genealogical information. That's probably your best bet of finding someone from that time period assuming one of their descendants or relatives used the DNA service or added their family members. There's a pretty good chance he's on there, it'll just be a matter of duplicate names and finding the right one.
