For a long time Turkey has been the preeminent military in the Middle East, mainly because it was a largely secular state (or as secular as a country with an Islamic majority can be).

One of the things Americans found when trying to teach Afghanistanis and Iraqis to fight is that Arabs are generally pretty bad at it, at least in the way that Western militaries train, and the problem can be traced back to two points, the first being their tribal structure, which means their chain of command goes through whoever is seen as superior to them in their tribe, not through whatever the supposed chain of command is supposed to be. It also makes them very poor at autonomous action, since left to their own devices they'll try and find someone from their tribe to tell them what to do. Secondly "inshallah" (if God wills it) which is an attitude of fatalism that arises out of the belief that Allah is in absolute control of everything that happens.

This attitude is so developed that Arab soldiers won't bother with such minor concerns as weapons training, since the bullet will hit or miss entirely as God wills, nor such things as maintenance, since whether a vehicle functions or not depends entirely on Allah's decision.

It is their general incompetence that allows Israel's moderately competent conscript army to post consistent victories against them.

With certain forces, like the Iraqi Republican Guard, Saddam managed to beat them into something resembling a decent force, but that likely took a lot of effort and, I'd imagine, no small number of casualties.

On the other hand the Turkish army are tough, professional, soldiers, and yes, they'd eat Israel's lunch in any kind of military conflict.
