There are a lot of flaws in this build. I rebuild your build in a way better way.
Better CPU, better GPU, same preformance and looking Mobo. Better cooling. Double the RAM for 30 euros more. Double the SSD capacity for no preformance loss. BEtter GPU and evenly good looking. And added some really good looking fans as well to finish the build.
All this for only 200 euros more. However, if you want to bring back the price without any preformance loss; go for a cheaper cooler, an other 5080 cared, and les expensive fans.
Additionally you could also go back to 32gb RAM, however at this price point id recommend to go for 64GB.

The Ryzen 7 9850X3D and 9800X3D don't have a huge difference in games so that's your choice if you wanna spend the extra 50 euros or so, I leave that to you.
RAM wise you are overpaying for something that is already overpriced. I selected for you a cheaper kit that is less money and should be better aswell. Klevv is a brand of SK Hynix btw so you know (the RAM manufacturer itself). So I also assume they use decent dies , like Hynix A Die.
Motherboard , you are overpaying here. If you need X870E that's your decision but in that category my suggestion is the Gigabyte X870E Aorus Elite X3D because you can use all of the m.2 slots without any lanesharing with the gpu and have an extra slot for extra expansion like 10gig card maybe for the pcie 3.0 x2. Even tho this board already has a 5G LAN port. You can disable the USB4 port for the second pcie 5.0x4 ssd slot so imo this would be the best thing about this motherboard. Beside that you also get a postcode and a similar good I/O like the Carbon + you even get here 65w pd charging for the front usb c port , an external clockgen , backplate for the motherboard and you pay much less. VRMs are more than enough aswell. Imo this board is more optimal.
SSD wise 1 TB is too limiting or what do you think, my suggestion is to get a 2 TB ssd. Which also has DRAM cache because you gonna use it as a OS drive (I assume) + the one you selected isn't worth the price anyways even if you had wanted to get a 1 TB SSD. A Crucial T700 or 705 would been much more worth it. The SSD I have chosen has similar specs like the Crucial T710 while costing less and is a solid choice. Unless you have more ssds that's another topic.
About the cooler, in my opinion, an Arctic Liquid Freezer III Pro 360mm would be optimal considering how well it cools for the price you pay. You could also use matching fans for the rest of the case since the included ones are not PWM and these are reverse, so they look good. (In the list they are RGB, I couldn't find the regular ones, but there are non RGB ones on Amazon as a 3 pack for the price I marked on the RGB ones.) But again, that's your decision. If you want air cooling, you can swap the cooler back to the Noctua one.
Also thermalpaste is included here (small tube) , it's either Arctic MX-6 or MX-7. It performs well so no need to buy a new tube or if you get Noctua, you get their own stuff.
GPU wise, you're literally overpaying for the ROG logo. A 5070ti for 1.2k is not justified and it's not even the best cooler for that card. My suggestion is to get a 5080 for that price, like in the list or get the cheaper 5070ti that I chose.
PSU wise, that PSU is a B-Tier PSU, which has a noisier fan and "worse" quality components. My suggestion is get that NZXT C1000 2024 for around bit more and get a much better quality A+ Tier PSU. I mean it would match the rest of your build more.
What's your opinion? Did you want to buy everything from Megekko or ?

I'm just having trouble deciding whether I want to take a cheaper 5080 versus a well rated 5070 ti. I mean even if I go with a cheaper 5070ti, would the gap between it and a 5080 be worth it?

About the gpu , the 5080 and 5070ti are effiecient gpus. So even a smaller version is suffiecient to cool well. (If you don't buy the Zotac Solid Core SFF , MSI Ventus and Shadow Gaming , some other versions ofc)
The 5070ti Windforce/Eagle is what I have few times recommended and it cools the gpu well imo and it is silent aswell, ofc it can get always better but if they have a small price gap or max 100 euro diff. In this scenario the 5070ti and 5080 are already over their original price so I am suggestion you not to spend too much.
Now that you mentioned it.
If you want a good cooler 5080 here is what I could get in the 100 euro more range price. Considering this is one of the best coolers for the 5080 beside the MSI Suprim, Astral and Aorus Master. (the others cost much much more for no reason , atleasts this one costs less than their msrp launch price)

About the 5070ti , the ROG strix is just overpriced for no reason.
The 5070ti Aero/Gaming OC is a much better priced card with similar or maybe better performance.

The 5080 profits as far as I know from the from OC a lot so my suggetion would be doing that aswell if you going to buy one.
About the 5070ti and 5080 gap , honestly the 5070ti is at a better price to performance ratio right now if we compare the cheapest versions with each other, but I wanna also mention that , with OC the price to performance ratio gap may close bit more.

If you gonna pay that price , get the Gaming OC then imo , that card is much more worth for 1k. It runs quieter and much runs cooler than the Eagle, since it has bigger cooler , a vaporchamber , more heatpipes and bigger fans. The reaon why I had suggested the Eagle ICE was because it was much cheaper. (strange enough a white gpu was cheaper than the regular one same with the gaming oc and the aero oc).

About the second question , if you want a 5080 build follow my list.
My suggestion to you is to get all the parts yourself , because you literally can build a much superior build.

A better cooler, case, much better mobo , a faster better ssd , better PSU , much more silent and cooler 5080 compared to that bad 5080 cooler in the link you had sent me and better RAMs, better fans too. I can switch the fans cooler to the rgb versions aswell btw.
Basically the pc parts I have chosen are higher end and better quality.
