Red light cameras are typically on a standalone pole facing into the junction. They're also quite boxy, normally. Alternatively, some speed cameras can detect running a red light, but all speed cameras have to be painted yellow. This looks like a traffic camera or an ANPR camera, neither of which is for running a red light. If this were in the West Midlands, there aren't any operational red light cameras the last I checked.

This doesn’t look like a Red light camera at all. More likely a traffic camera, watching for collisions or queues.

What angle does it watch the junction from? It would need to be straight on, most likely facing direction of travel for your friend. If this is up a lamp post off to the side it won’t be one.

They’re usually grey and on the pavement or central divide just before the lights.

Check on Waze see if it comes up as a ref light camera
