The chain is totally rusted which to me makes me think that the rest of the bike hasn't been well-taken care of. The speed of the video walkthrough also seems intentional to try to avoid showing the bike fully. I guess I'm just leery of it.

It's scarred up some. Whether the integrity is compromised is unknown.
And for sure whoever had that bike never heard of chain lube.

Obviously that would depend on the price. And I really can't tell about the frame integrity just from the video. I'd hate to recommend a choice without knowing more.

Is it possible to test ride it? It's pretty beat up looking. And it needs some cleanup. But if it runs and the frame is just cosmetically damaged, 2100USD isn't too bad a price.

It all depends how it feels to ride.
Does it feel safe and does it function how you would expect?
If yes, then the damage is just cosmetic and you would negotiate a price based on that.
If structural integrity is compromised and it feels unsafe to ride, then it's worth nothing and you should just walk away

What's the battery run time like?
Cosmetically, it's pretty beat up, but these are (ostensibly) off-road vehicles. It's in better condition than most used dirt bikes by a pretty good stretch. It's obviously not a road queen.
I'd be more concerned about the fact that it looks like it's had zero maintenance. The chain is bone dry. What's the condition of the primary drive (jackshaft)?
In my area (Florida), the floor on Sur Ron prices is around $2,500, with the occasional sketchy listing under $2,000. They usually turn out to be scams though.
So IMO $2,100 isn't a horrible price, but you should be shopping FB Marketplace for at least a few weeks to make sure you can't get something cleaner for the same money. Like would you pay $2,300 for a bike that isn't so beat up?
