Got scammed by an online bat maker he sent wrong goods and asked to send it back for a refund but later blocked my number. I do have phone recording where he has accepted the mistake and will payback but the amount is small and i know legal system won't help.

Ideas in mind

1) Post his business number across multiple websites like craiglist etc
2) Report him to income tax dept with address etc
