ULPT Request: Loud upstairs neighbor in dorm

These 2 dudes upstairs are also so fucking loud especially in the mornings they wake up at 7 AM to do jack shit but stomping, talking obnoxious loud, and slamming the chair’s legs onto the ground at full force. It also happens during night hours where here 10 PM is supposed to be “quiet hours.” These are just some of the things and not all. I already reported to the RA once with video evidence of all the noise. Sometimes the stomping even causes the ceiling fan in the dorm to shake aggressively.. and supposedly student conduct reached out to them but I don’t think they did anything in terms of punishments besides a mere warning. I know 90% they both leave for the weekend on Thursday, so during Friday, Saturday and half of Sunday, is there anything I can do to mess with them? I’ve considered jamming their lock so they get locked out but I haven’t fully got to that yet

Before doing anything, make sure there is no camera in the hallway. I've heard people have found a way to jam the door locked. But they do it late on a weekend so there won't be a locksmith available. That would be a really tough weekend. Especially if someone knew they had an important exam the next day

Blame the shitty construction and the fact that they have no idea how loud anything sounds in your dorm. I would much rather be the one with the loud neighbor, dealing with a noise-sensitive is harder imo.

Wait until the fucked up early hours of the day when you absolutely know they’re asleep and go knock on their door. Knock until they answer. When they do, ask them if they’d mind keeping the noise down. Make it clear that you didn’t have time to come and knock earlier when they were actually being loud, but that you have the time now.
Do it every single day. Oh, and get yourself some good earplugs.

Thing is, with modern surveillance and zero tolerance, I'd hate to see the trumped up hazmat bioterror charges you'd get.

Just be prepared that each time you complain, they will get louder or retaliate more. They know it's you complaining. Make sure your door is always locked. Even after they get booted/punished, they still know where you live. Just get some earplugs, and hope they stop. And get a live video feed of your dorm doorway from the inside (cause they will try something).
