Looking to upgrade some parts because a friend said my PC is "bottlenecking."

I have been struggling with my PC performance for a while now. On games like RE9/Phasmophobia, on the lowest graphic settings, I am only getting 70fps and if I leave the settings on high/medium, it can go as low as 20fps sometimes. I asked my friend, and he told me it might have been a bottleneck issue because he insists that my 4060Ti should be more than capable of running games better.
However, I am not very knowledgeable or sure on this matter, so I am hoping to get some help to diagnose the issue with my performance issues. From there, I will look to upgrade my parts if required. Thank you!
These are my PC specs:
GPU: NVIDIA GeForce RTX 4060 Ti
CPU: AMD Ryzen 5 7500F 6-Core Processor, 3701Mhz, 6 Core(s)
RAM: 16GB
MOTHERBOARD: B650M GAMING WIFI
MONITOR: 1440p, 180-hz

Is your ram 1 or 2 sticks, and is xmp/EXPO enabled?

2 sticks, and I did a quick sweep on Task Manager to see if 2 of 2 slots were used, and they were.
As for xmp/EXPO, I am not very sure what those are but could you direct me to checking them?

What speed is your ram running at? You can see that in task manager as well. And what speed is your ram advertized as?

Get HWINFO64 and open it with sensors. Run burn in tests. Look for temps, frequencies and watts. Proceed accordingly.

What storage are you using? Are you playing this game from a hard drive or SSD? Also do you have two sticks of memory or one? Is this the original GPU in this build or did you upgrade from another GPU? Playing games from a hard drive really hurts performance. So if you're doing that moving to a SSD will really help. If you are using one stick of memory then that can cause some performance loss, but not a ton for games. If you upgraded to this GPU from another GPU, especially an AMD GPU, you should use DDU to clean out the old drivers and install the new correct drivers for this GPU.

Does the performance/FPS degrade over time, is it consistently low at higher settings?

The FPS stays constant throughout the playthroughs, only fluctuating because of in-game factors like when loading an area with more objects, etc.
Other than that, I struggle to play almost any 'mainstream' or 'triple-A' games because of the high-quality assets that my pc struggles to run. Even putting every graphical setting on low gives me 50-70fps.

In that case I would really chest whether you’re utilising DLSS and if you accidentally have options such as ray tracing enabled. My wife with a similar amount of specs can play games such as BG3 at medium settings 1440p 60FPS, so there has to be something.

Sorry for being a total noob in this, but ray tracing is something to disable/enable in game settings, no? And for utilising DLSS, I always just set the games to utilise DLSS in the graphics settings

Yes it’s a setting you can select and do it along side DLSS which is its own thing. Ray tracing is very taxing on GPUs, and something like the 4060 will struggle to utilise it without the performance hits being very significant on modern titles.

How is the utilization rate and temparature? Also, is your gpu 8gb model?

I will download hwinfo to check the temp rn. Regarding the GPU being an 8GB model, I am not very sure.

Your friend is right that your 4060 Ti should be faster, but bottleneck is not the problem here. Ignore that buzzword, monitor your own CPU/GPU usage instead.
Phasmophobia is an easy game to run, your hardware should be doing over 100FPS on the highest settings at 1440p. You likely have some problem like CPU/GPU overheating.
Download hwinfo64, launch in sensors mode. Run a CPU benchmark, check max temperature and power draw. Repeat with a GPU benchmark.

Thre is something else going on, its definetly not a bottleneck in a way its showing, I3 10100f and regular 4060 gets 120ish fps in phasmo 1080p high and that i3 is weaker than the r5 7500f,
Are you playing at 1440p + raytracing? Tht might be the issue
Do you have the correct drivers?
Use ddu to clean uninstall previous drivers and install new ones for the gpu.
Also check your gpu and cpu temperatures there might be some throttling going
Also the 5060 and r5 7500f gets around 120fps at 1080p normal settings no upscaling so the 4060ti shouldnt be far off..

Is it in heavy combat or area full of texture that doing that overall I don’t think it a bottleneck more like you could use more performance depending if you play more competitive gaming I would suggest an better CPU but if you’re a solo game enjoyer more GPU
