ULPT Request: Ship of Theseus and VIN

How much of my car needs to remain before I switch out the VIN?
I was thinking about getting a certain car, but they have recently been banned in my state. But the ban is selective. They just won't register new ones.
So I had a shower thought today. How much of an original vehicle must remain before the VIN doesn't apply?
What's stopping me from say, taking the steering wheel from my car and putting it in another and keeping the VIN?

Why not see if you can register the car in a different state?

This is decently smart. A good workaround

There are sources that will help you find states that do this.

The VIN is tied to the frame/chassis, not the engine. Significant portions of the original vehicle must remain.

Right... But must they remain in the same shape? And how much is "significant"?

It varies by state if you're in the US. But just a steering wheel would definitely not be enough, nor is it part of the chassis with a vin.
