Are Italy and France safe for women and men?

My sister who’s 2 years elder to me is moving to Europe since she’s pursuing two degrees. Our home country is not safe at all for women and sometimes even men, I’m a guy and I’ve been harassed by other men as well, I’m waiting until I can fill college apps so I can get out of here. But then I have a friend who moved to Milan and she said it was unsafe, I’m big on safety since living in my home country has scarred me and my sister and the police won’t do anything about it. In the event that I if I do go abroad to Italy and France, would they be safe? (Those are two main options since I have family homes there)

It's so hard to answer your question honestly. The sad truth is - as a woman you aren't safe anywhere nowadays. Wester European countries, due to high unregulated migration and their own internal issues (check Italy and their issue with violence against woman) have a higher risk of a dangerous events happening. As a man - you're statistically safer, unless you go to shady places (you can research of these areas beforehand, places to rather avoid etc).
Another thing - where in Italy? Where in France? It's gonna be different in the city, its gonna be different in countryside.

We have a place in Milan and one countryside place (somewhere north but I can’t remember the name since we haven’t been in a long time) for Italy, for France there is a place in Paris but I also have relatives living there. How is the city different to the countryside?

I do not know where are you from but if your country stands more as a threat to your sister and you (like life threatening) it's still safer to leave but be cautious and prepare yourself before. Take into account all this places you are talking about are full of people living there and operating normally on a daily basis, so it is safe, you just have to be very careful.
The big cities cumulate homeless people, illegal immigrants and beggars (of which some are addicts) as well as pickpockets. Take into account Italy is almost everywhere a touristic area so it's more 'attractive' for people who want to misbehave - its easier to do it in crowd, there is higher chance of getting whatever they want to get so in this case both Paris (super touristic, full of pickpocket organized groups) and Milan are quote dangerous. From my personal experience as a woman (I come from a very safe area and background) - I have felt safer in Paris than in Milan but I have been very cautious (avoiding shady places, not going out at night, not flashing my phone out, etc). In Milan, I had a very bad experience where I was threatened with r%pe (that person did not look 'stereotypically Italian' and highly possible was homeless, also spoke English not Italian, and due to the fact I speak English I could understand his every word and was able to plan an escape) I decided never to go back there cause it was very traumatic.

The place I reside is sometimes life threatening, even when I accompanied my sister to places we were still followed by groups of men and they would catcall her. Whenever I take public transport I get stares from guys since I look like I’m not from there, they would ask me where I’m from and when I refuse to answer they would tell me abusive things and grab me. In Paris, are there areas of nightlife where it’s safe to walk at night or is it entirely to be avoided?

The level of safety you speak about - everywhere is safer in EU than what you describe (unless you enter some really specific places overtaken by gangs).
In general, its both relatively safe in the city, both in Milan and Paris with some petty crimes. Comparing to what you are going through - you will be way more safe in both Paris and Milan. As I mentioned before - people live there, commute to work, go out, dine, party - and they are okay. Violent crimes are still low in Europe so I would not worry about it. You just need common sense. As a dude - you are safe, as a woman - I'd rather take taxi home -that's it.
Im very sorry tho, you go through that. Safety is very often taken for granted. I hate to think there are places in the world where one is scared about his life on a daily basis. Awful.

Your sister seems to think moving is worth the risk. Is she going to a different EU country? You describe your own home as life threatening. Why would you remain, if you have those houses in France and Italy?

I'm 14th year resident of France (long-term resident of Paris, lived in 4 other regions of France before) and I am very safety-conscious. I would say it all boils down to the neighborhood you live/work in.

What would you say is the safest areas of Paris? I’ve heard of Invalides and Gros Caillou being pretty safe but is that the case?

The "Emily in Paris" version of Paris is the very high rent arrondissements (1/6/7/18, parts of 5/13) and the high rent nearby towns on RER routes. Invalides and Gros Caillou are both in the 7th Arrondissement, known for the highest average household income. High number of important French gov offices/ministries and foreign embassies are in the 7th, all are well guarded round the clock with additional police presence outside :-)

Its going to get alot worse unless the EU gets its act together which it wont. They think its not politically correct to enforce the law against illegal immigrants. The worst issues like rapes and muggings are more specific to certain bad areas or cities so you need to do your homework.

Look it over and make your own decisions. Incidentally a quick trip to Milan or Paris will not tell you much about what it is like to live there. You need to spend a few weeks getting to know the place.

Thanks a lot, I’ve stayed in in both places for more than a few weeks but due to my own faults I didn’t go out much during my stay so I don’t have much of an idea how it was
