This guy is asking for around $1550 for below build. Is it fair or worth getting?

I personally would not, you take a risk buying a used Intel 13th gen CPU. A lot of stuff like the 360mm AIO, 1000 watt PSU, RGB fans, and big case add no performance to the build.

$1835 gets you similar gaming performance with new parts.
If you live near a Microcenter you could drop that to $1770 with a much faster CPU.
