Surron is not an e bike. Surron is an electric dirtbike, and u have to register a dirt bike, if you want to ride on a road.
An e bike on the other hand is 1000watts or less generally. A cheap surron is 8x that amount of power. They are different things.

Registration isn't going to do much except discourage people from using ebikes.
Licensing only makes sense for higher power than is what is currently legal, and even then it needs to be a very lightweight license or it ends up counterproductive by pushing the people who should least be driving back into cars.

Registration would help with enforcement. Right now they need to physically chase down the bikes, which they don't usually do because it's dangerous for all involved.
Also some riders may be more likely to follow the rules if they know they can be caught.
I have a Class 3 e-bike that for commuting that I want to stay legal.

The law changes the definition of class 3s. Right now the law allows peak wattage over 750w - it only limits continuous wattage. There's a good chance your class 3 would be illegal under this law.

Registration would only help if you can actually identify the person, but if you can identify the person you can already go after them without registration.

Real "got mine, FU" attitude there. Anything that limits access to ebikes is bad. Most people I see riding ride imports and most of them aren't trash. And that second one is such a handout to legacy european bike companies it's bizarre.

That's not really what these bills do though, and to the extent they do those are minor items buried in a longer list of bad ideas/policy.
We should be focusing on standardizing the three class system nationally instead.

I agree with this, but we need to make the three classes make sense. We should allow throttles on Class 3.
I have a Lectric XPress 750, and I currently have it set up to be class 2, because I want to comply with the law and don’t want to take the throttle off. Truth be told I only ride it with pedal assist, I don’t even use throttle to get up to speed.
But if I want to unlock the ability for pedal assist up to 28mph, I have to remove the throttle.

idk man. If I have to start paying registration and insurance fees on my bicycle with a 1hp electric motor on it, I’ll make it a regular bicycle. I already have a dual sport I’m paying those prices for.
