Is it normal for contractors to use a toilet without water supply during works?

Hi all,
I’m currently dealing with ongoing remedial works in my flat (water damage related), arranged by the building management company.
I visited today and noticed that, despite the water supply being shut off, the contractors have been using the toilet - including for bowel movements. It seems they may have tried to flush using water they brought in, but it hasn’t been effective, and the flat now smells of human waste.
For context, the works are expected to run throughout the day and may last for several weeks or even months. I do understand that it may be inconvenient for them to leave the flat every time they need the toilet, especially as the only alternative is to go to the concierge in the neighbouring building, so using it for urination is something I can somewhat understand.
However, I’m struggling to understand whether it’s considered acceptable practice to use a toilet for number 2 under these conditions, particularly when there’s no proper sanitation and it’s clearly not flushing properly.
Is this something that’s common in the UK construction/contracting industry?

Ha ha. No. This happened once when I was having work done. The apprentice dropped a massive shite in the toilet when it was out of action and his boss made him fish it out.

The principle contractor has a duty under CDM regs to ensure that suitable welfare facilities are made available, which includes toilets, hand washing facilities and usually a suitable eating/break area. Thats why building sites have the transportable cabins built inside shipping container sized units. For smaller and domestic sized jobs is normal to bring in one of those blue "tardis loos".
Although a colleague of mine was on a job in a school where we were changing out the main electrical distribution over a school holiday. Everything was stripped out and he needed the loo, and navigating by the light of his phone, found one in off a staff-room, did what he needed to do, and it was only when he came to try and flush that he discovered it was on a macerator..... which had no power. The older chap in charge of the job (after he finished laughing) sent him to go and hire a generator, so the macarator could be powered back up and the problem dealt with!

I mean, it's perfectly legitimate to flush a toilet with a bucket of (clean!) water. Long as enough water is used, then I don't see the difference between that and a cistern flush.

I’m a builder and this all depends on a couple things.
Is the waste connected
Is there water in the pan
Is there a bucket of water next to the toilet.
I’ve been on jobs where plumbing work is going on but there’s a tap somewhere for water. You keep the toilet filled with water and a bucket of water next to the toilet. Do your business and pour the bucket in effectively flushing the toilet. Then you refill the bucket and place it next to the toilet for its next use.
If the toilet is dry and they are using it then it’s totally not acceptable and it’s down to their employer to provide toilet facilities.

Well, I can tell they brought their own water to try and flush (there was a large bottle by the toilet) and used the air freshener I had there but it hasn’t really helped.
I guess from the reactions here, it’s not exactly common practice then.

The daft thing is, it doesn’t take a lot of water to flush a toilet “manually”, so they could have filled a bucket halfway from a different tap and that would have sufficed to remove all but the most heinous of turds.
If they’re able bodied enough to be a plumber, they can carry half a bucket of water.

No worries, and sorry I missed the serious replies only. Without running water the building isn't fit for habitation, so there should really be a portable toilet on site.

from my casual observations of public etc restrooms a sizeable % of the male population doesn't wash their hands regardless, I reckon at least 20-30%

My workplace is open to clients and I sit near the toilet; I can assure you that about 90% of the people who use the toilet, of all genders, don't wash their hands before leaving. Even my colleagues, sadly.

Nope, the site should be shut down until proper welfare provisions are in place. Whether that’s switching the water back on or providing a portaloo. I’d also be asking the building management company to replace the toilet.

They should atleast be giving it a bucket flush, which should work perfectly fine. That’s all a normal flush does is dump in water 🤷♂️

your "builders" are animals, non flushing toilets are not unusual (but declining) on sites but not lobbing a half bucket of water down it after using is bad form that will get you called on.
if not working in their own stinking excrement is a level they haven't mastered I'd be concerned about what other standards of theirs may be falling short to be frank...
unfortunately "builder" seems to cover a very large pool in this country and many people have very little nouse

Report it to their management first thing in the morning. Make it clear that they need to clear the toilet of all waste, fumigate the house to your entire satisfaction and provide a portaloo before any further work is undertaken.
Follow up in writing with a request for an assurance that this won't happen again.

If you can see the water then report it, but be aware that, when the water level drops in a toilet bowl, it becomes a pipe to the sewers. A drier toilet (or sink) will cause the house to smell of shit if not topped up with water periodically.
It may be that simply pouring water into the sinks and loo will close off the source of the odour.

When I was working on a new build and they hadn't plumbed in the toilets so they had temporary toilets outside. I once asked if they could be used without water. I was told absolutely not and id be sacked for gross misconduct. That's disgusting what they are doing. You should say yes its a pain but they have to use other toilets.
