RCAF has 89 legacy CF-18. Of those 50-60 are considered combat operation available. The rest can be combay operational in short notice.

FYI, NAS Key West is home to VFA-106 which operates the F/A-18 Hornet and 18E/F Super Hornet and is a fleet replacement squadron. There is also VFC-1111 there which operates F-5's as an adversary squadron. They do supersonic flights over the ocean and I could hear them when I took a ferry to Dry Tortuga.

106 has a permanent detachment in Key West. Can’t say if they have legacy hornets though.

They get less numerous all the time. But a handful of marine air units still operate them while they await their F-35Bs

If they are US, they should all be Marine Corps. Navy retired all their legacy hornets.

VX-31 has a few legacy Hornets, I just saw one in March.

From what I can tell from some google search is that the Dust Devils (VX-31) operate Navy and Marine Corps aircraft. So Legacy and Super Hornets. As well as until recently, the Harrier as well. So the one you saw may be a Marine legacy hornet.

The USMC still uses them. There’s around 125-180 in service still, planned until 2030.
And they’re still using AV-8BIIs (not much longer, being retired this June).
