The problem is the tread has worn out, and it is bald. If it were flown in wet conditions, it would be much more likely to hydroplane because there are no grooves to displace water.

Even with a hydroplaning nose gear the plane would remain controllable with differential braking. In actuality, the rudder remains the primary directional control device until the plane slows to well below hydroplaning speeds.

Personally I'd fly it but I would write it up, not go XC, and not not sit there beating up the pattern with it. But that is me... Heck, I'd change it if it were on my plane but I have a spare in stock and can change it in about an hour.
But the MX manual says as long as no cords are showing you are fine.

Per goodyear:
Treadwear Inspect treads visually and check remaining tread. Tires should be removed when tread has worn to the base of any groove at any spot, or up to 1/8 of the tire circumference.

You may be joking. But in case anyone takes it seriously. As a car guy that, does some drag racing and an A&P. Bald tires are not the same as drag slicks. A bald tire has alot of cycles in it. Cycles break down the rubber. A bald tire will have LESS grip than a fresh one with its grooves still intact.

Not to blow my own horn, but I can put a C152 down on the mains and taxi halfway to the hangar with the nose wheel hanging in the air on prop wash. I'm almost stopped when I put the nose wheel down. So if it's holding air and I can't see metal, it will probably still be holding air when I'm done with it.
Would I recommend it for a low time student pilot who might land on the nosewheel and bounce their way down the runway till their instructor wakes up and pushes in the throttle? Maybe not so much.

If it was my personal airplane I probably replace it just cause I like my stuff to be always in good condition but I wouldn't hesitate to not fly it if it's a rental as long as the coords aren't showing.

If it holds air, there are no cords showing, and there are no bulges, it's good to go. Tires and tubes are expensive, the owner (especially if it's a flight school) isn't going to replace them until necessary.
