There’s actually a reason for this that’s not “number go up with next model”
The RX7 was a two seater sports car that had several generations, the RX8 was named as such because it wasn’t a successor to the RX7, it was a larger more practical rotary sports car.

Fun fact in Japan the RX-7 had a back seat option. Really only good for backpacks or not yet fully grown people.

Because that's not how Mazda's naming works. The RX-3, RX-4, and RX-7 were all very different cars, much like how the MX-3, MX-5, and MX-6 are all very different cars.
The RX-8 was fairly similar to an RX-7, but different enough to warrant a new name. The RX-8 was larger and more of a GT car than the pure sports car the RX-7 was.
If Mazda were to make an RX-9, it would likely be something bigger and more luxurious, think something like a new Cosmo/929. And while that would be an awesome car to see, it's pretty unlikely for them to make a big luxury GT right now.

The Luce/929 was actually called the RX-9 for export markets at one point.
Probably the hardest car to find online because it both predates the internet and because searching for it just gets you shitload of renders of a non-existent sports car.

Companies protect legacy trademarks even when they have no future plan to use them.
Other companies sell passenger cars thanks to halo cars; Mazda sells passenger cars thanks to news headlines about them not ruling out, at some unspecified point in the distant future, the remote possibility that they might perhaps consider building a car with more than 50 hp one day again.
