Upgrade Advice: 9800X3D to 9950X3D2 or Ultra 7 270K+? Also 5090 Noise & PSU Questions

Hello I have some questions, I have this system:
Astral RTX 5090 White
Aorus X870E Master X3D Ice
ROG Thor 1000P3 PSU
Ryzen 7 9800X3D
Klevv Cras V 2x32GB C32 6400Mhz RAM (running@6200Mhz C30 with FCLK 2133, 1:1 timings below)
Tryx Panorama 360mm AIO
HAVN HS420 case
Lian Li TL Wireless fans
First, I’m looking for upgrade CPU because I'm not satisfied with CPU's performance. Should I switch to Ultra 7 270K Plus or would 9950X3D2 be better? If you say get 9950X3D2, would my PSU be sufficient? If you guys say switch to Intel, would my RAM kits speed be enough? I’m running corona renderer and 3d modeling.
My another question is: Astral 5090 is a lil bit noisy, what can I do to make it run more silent or should I change Astral with another model like Suprim or Suprim Liquid? Which 5090 is best from this 3?
My main usage: 3D modeling and gaming

What kind of modeling do you do where more cores will benefit your workflow? Modelling is overwhelmingly single core bound.
Cpu rendering sure, but since you have a 5090, I don't yor do.

What alterations have you made to your GPU? Please elaborate on ‘noisy’?
You can use MSI Afterburner to tweak your GPU to your heart’s content… have you installed it?

9950 is a waste of money, 9800 & 270 are almost equal. If you do anything but game the 270 will be better. 270 is definitely a better price/performance and can use faster ram if you can find/afford it.
Either of the two will be top end.

9950X3D2 and 270K shouldn't really be in consideration here. The 9950X3D2 is very overpriced, and the 270K requires a platform swap. Neither seem worthwhile.
9950X3D should be a good option for gaming + rendering. It's roughly the same performance as the X3D2 for $240 less.

The 270K doesn't really shine unless you pair it with faster RAM. You should do the 9950x3d. I wouldn't bother with the 9950x3d2, it won't really make a difference for your purposes.

theoretically u could get a 270k plus and mobo for the same price as a 9950x3d2 on its own, and the difference would be almost negligible, then sell your current mobo for some extra cash. there would be less difference with productivity than gaming, but nothing is beating the price to performance of the intel chip. and yea your ram will be fine.
i would take the 270k pls imo.

9950X3D2 will really not be any better for gaming than the 9800X3D.
It may help in certain scenarios for modeling. It would definitely help with CPU-based rendering, for instance, but that would be a function of the core count increase more than the benefits of the cache, even.

Since you already got the mobo. 9950x3d2 is probably best consumer CPU on market. 270k is comparable to the 9800x3d so there is almost no improvement
