Hi can anybody tell me if this 5000w motor is dead it is still recieveing power but will not spin at all just cuts off and the controller flashes green 13 times

Post the model of the controller and of the motor. You aren't giving us much to go on here.
The flashing is an error code. See if you can look up the controller using the numbers on it. ebay and Aliexpress can be good sources. Also google up "ebike motor tester". Those are very handy.

I have changed the hall sensors to the spare hall pcb but the motor still won’t spin and instead of flashing green 13 times on the sabvoton controller it’s now flashing green 3 times

Worrisome. You'll have to make sure he put the wires back where they should be. If he made a mistake when soldering (easy to do) then that would explain your issue.

Thank you and it is a 72v sabvoton controller and google says it could be a hall sensor failure but I just want to know if the stator is salvageable at all

Google says 13 flashes is a hall sensor fault. Get an ebike tester, that will confirm it and tell you which one it is. First check thoroughly for wiring issues -- loose, damaged or dirty cables. Do a continuity check for all the cables between the connection points inside the motor and the controller. If the cabling is ok, then replace the hall sensor that the tester indicates.
What's your concern with the stator? It doesn't look pristine but it doesn't look ruined.

Not sure what controller this uses, but AI says that 13 green flashes is typically battery related.
