Yeah it would be used against quad copter types, any damage could kill the drone so the spread isn't an issue

If you see some combat footage, you get to see soldiers on patrol with hunting shotguns. It's not a rare thing for a man in a squad to be a drone-hunter.

I would guess its mainly being used for anti-drone work, not as a replacement for a normal rifle, although an under-over isn't as good for the purpose as something with a better capacity.

Nothing else left? Left from what, exactly? Non official weapons have always been in service. It means many of those weapons are privately owned; that shotgun is probably the guys personal hunting weapon as a civilian which was brought in to combat drones.
You think that is "bad" for Russia just because one guy couldn't afford high end Gucci gear? That's amusing.
First thing you will learn the hard way in a fight is to not underestimate your enemy...
