Budapest to scrap parking meters and raise fees from July

Don't see much problem with this except for tourists who will probably get a lot more tickets due to not finding a parking meter and then just not paying.
What I do question though is:
In addition, a new option may be introduced, allowing motorists to settle parking fees in cash at district parking offices. In such cases, drivers must pay a fixed three-hour fee within 24 hours; beyond that, penalty charges will apply
This new way of paying in cash just seems to invite people to park and then if they get a ticket just pay within 24 hours at the district office for their normal fee, and dodge the fine that way. And if there's no ticket they just go on their merry way not paying the fee.
Similar to the paper tickets on BKK with ppl quickly marking them when control hops on.
And also:
internal combustion cars weighing over 1,800 kilograms and electric vehicles over 2,000 kilograms will be subject to double parking fees
This 2000kg seems really light for an EV, if max weight for an ICE car is set to 1800kg, before doubling the parking price.
A Cupra Born (e.g.) is 1965-2005kg, so in some cases would be paying double.
Also wondering how they will maintain this for foreign cars, when it's unknown if the specific version is over/under 2 tons.

I've been to Dresden a few years ago. It was clearly marked, the area was pay to park. There were no parking meters anywhere. Guess what! We asked and learned we had to buy parking ticket at the tobacco/newspaper kiosks.
Anyone claiming they didn't know it wasnt free because they didn't see parking meters is simply lying.

Abolishing free parking for EVs is nonsense, not to mention double charging them.
We have very low EV penetration and the air pollution is a big problem, so the city should encourage using EVs, not punishing.

Except nobody's going to buy an EV just for free parking, people are just going to use their existing EVs more, contributing to traffic -> air pollution.
People will buy EVs when they become more affordable.

I start to hate current public transport. Very high amount of smelly people.
Paying a higher price for an EV and free parking (at work) is pretty convincing since I wouldn't have to pay for and use public transport. Money wise it would still be more expensive I know but still.
Yeah Not just for free parking but it is a good convincing factor to buy a more expensive EV up-front but lesser monthly cost over the time.

Of course noone buys them for free parking. But you can incentive them to make them more favorable, even if they are more expensive. Free parking is one of many ways to encourage people stop polluting.

If a Cupra Born is branded as a "Small Family Car" and it weights 2 tons, then let them go fuck themselves.
I drive in Budapest myself, but usually from garage to garage, but I'll happily pay the increased fees when necessary just to get rid of at least a small % of cars.

You’d have to be a pretty naive tourist to think parking is free. They don’t have parking meters in Vienna either. They are anachronistic.
