Clearance GPU?

Currently using a hand-me-down business laptop thats OK for my needs, but really wish I had more power. That said, I'm dead broke and the market is what it is right now, so I'm resigned to my fate. Further context; not a PC builder, have never PC-built, pretty sure I've never even owned a graphics card outside what comes in consoles.
Was scrolling clearance on Best Buy and saw a listing for RX 6650, massively discounted, down to 68.99 from 344.99. Was very confused. Is this a red flag? Is buying clearance GPUs stupid? Would I even be able to use this on my laptop currently, or are desktop and laptop GPUs totally different from eachother?

I dont think I'll end up getting it since, again, I'm dead broke, but thought I'd ask more for my own education. I assume theres a reason this isnt flying off the shelves.

Desktop GPUs don't meaningfully connect to Laptops, no.
I mean you could maybe sell it for more than $68.99 but that's your risk.

I dont know enough about ebay tbh. If its easy enough that I can do it regardless, I'm sure a dozen people already are.
