ATC is constantly monitoring guard to listen for emergencies and for ELTs, same with airlines. Imagine how irritating that would get if everyone tested before every flight!

ELT in test mode only sends a very weak transmission.
My friend has a brietling watch with a built in ELT. When you test it, he has to put the watch near the antenna to actually pick up the signal.

Makes sense to me. Why do they tend to ignore the ELT signals at the top of the hour tho? Do some not have a test mode?

When I’m flying around and someone notifies ATC of an ELT at the top of the hour, they often say something along the lines of “okay we will note it. It’s the first 5 mins of the hour so it’s probably a test”

Most Elts I’ve had to work with do not have a test mode, we either cover antennas in a signal inhibiting blanket, or notify the local airfield about the test. At least for when we run maintenance checks

Yes.
Radio will provide communication before, during, and after. You can communicate your whereabouts and survival status.
Transponder will provide location information.
The ELT is just a beeping beacon that gets louder with proximity. It's not nearly as useful, and it's signal can be quickly degraded by natural terrain.

Been a while since I had to deal with GA ELTs but if memory serves they need to be tested every 6-12 months. I get where you're coming from ie Aviate Navigate Communicate but it's worded funny and it's more of a 'most correct' or 'least wrong' multi choice situation.

I hope nobody proposes testing emergency locator transmitter before each flight.
