My friend made me a list of components

I've been wanting to build my own pc and I asked a friend who more knowledgeable than me in this topic to help me create a list of components and i want to ask around a bit before i commit to buying the parts. A few details are:
I come from Luxembourg and I have a budget of around 1500-2000€, it is not strict tho and i can go over budget. I want this pc mainly to game or watch movies on it.
I'm sorry if it's not allowed to post a link to pcpartpicker but i couldn't find anything against it in the rules.
My friend gave me 2 options, one with an AM4 system and one with AM5

I have only one concern and that is if the graphic card looks to more of a budget option than what i usually see and am afraid that it could cause a bottleneck
Also a very minor problem i have is that the motherboard for the AM4 build is black, while my preferred color is white.
I'd be open to any help/advice i can get

What games would you primarily play? Shooters and such are more CPU intensive, while RPGs are more GPU intensive, and you might benefit from “nvidia’s feature tax” of better supersampling (DLSS 5 vs FSR 4), raytracing and framegen. That being said, having upgraded to a CPU with 3D caching, I found this to be the biggest upgrade. I haven't played many pc games before, so I wanna get into it now, that i get a better pc. My current pc starts lagging at the most basic things so i couldn't really get into any games before

This would be a fairly high end pc capable of upgrades in the future, good on your friend for speccing a good build. I made a small error with your GPU, having made it be black instead of white, as I figured that you chose it for a reason. I wouldn't worry so much about a bottleneck, different games and different resolutions use different amounts of CPU and GPU power to run, so technically there will always be some sort of "bottleneck".
Both of these builds look fairly balanced for 1080p or 1440p, your friend did well.

7500f save a bit over 7600x
faster gen 5 nvme that is cheaper than the gen 4 they selected
white 9070 little cheaper and white.
faster hynix memory and cheaper (it isn't white but you can cover it up with a white ram cooler which will come out cheaper and it is a faster memory kit)

9060 xt is a relatively modern card release in 2025, compete with rtx 5060ti 16gb, aiming at mid range build for high 1080p to low 1440p. So while I won't exactly call it budget.
These are pretty solid as is, and a quick Mobo change will satisfy your dream white build.
