If you consider past the paint into the plastic material, yes.

Because that is dark under the paint. On a white colored car, they wouldn’t be using a black primer they would be using a light colored primer.
So those appears to be plastic. Metal is silver/grey not dark grey almost black

You went through the clear coat and paint. To fix it properly, you'll need to repaint the panel. Depending on the panel and your location, $1-2k probably. I'd suggest pulling in forward rather than backing in

Pulling in forward means backing out is required which is worse. If backing in is too tough then backing out won't be easier.

It’s not wrapped. I think that’s the paint getting scrunched up because it was scratched against a sharp edge.

You will need a repaint on that panel though.

It can be fixed, but likely not DIY. Would likely need to be repainted since it damaged through the paint and the bumper.
