Is this considered conceal carry?

A good general rule of thumb is, if you can see it, it is open carry. Depending on what state you live in, you can open carry when fishing. Here in Florida, open carry just became legal in total.

It depends entirely on what your state defines as a concealed firearm
In California it would be considered concealed

This.
Most states go by if a firearm is partially or fully visible, then it's open carry, but some require full visibility of the firearm, or if holstered, full visibility of it's dedicated carrying holster.

California requires the holster be fully visible too

Nope that's open

Last year, in Florida, it didn’t matter as the fishing pole made it irrelevant. We had this ‘going to and from’ fishing law that allowed for open carry..

Is it concealed? No? Then no.
