Is there a way for my car to send out a Bluetooth notification to people around my car? ie...to send them to a website featuring progress pics or Instagram orFacebook handle?

Not only is this already a thing, it was so overused that now iOS and Android changed the Bluetooth behaviour to make your phone only be discoverable when you're on the Bluetooth menu for this exact reason.

It has been talked about for years, I don't know if anyone still does it but Bluetooth beacons use to track you through malls/stores then use that information to send you specials.

I don't know nowadays but this was possible to do using a Jailbroken iOS 10 device, even sending pings to devices with AirDrop disabled (as long as the target device was on iOS ≤10.1)

Honestly this is the answer. Go to your instagram, there should be a way to generate a QR code from the page (Chrome / Firefox have extensions to generate QR from page) and 3D print it and stick it in your window.

I’ve often thought of making a QR code vinyl sticker that I could put on the windshield that people could scan to go to a website with more information about my car, but I’m super lazy and don’t want to have to make a website, and most of the time if someone wants to know more about the car they can just ask me because I’m right by it.

If you know someone with a Cricut have them cut a nice vinyl sticker of a QR code to put on the window. Lots of people don’t like them but they’d still likely be the most effective way for people to just quickly scan and get to a website compared to other methods. And maybe have the website written out underneath for those who just don’t trust scanning anything with their phone.

If I go to a car show and a car starts forcing push notifications to or opening website/apps on my phone, I'm keying it.
Fortunately, that's not how Bluetooth works and you can't just force a connection to someone's phone without their consent. As others have stated, a QR code is the closest thing you can get to this.

You could make a sticker with a QR Code that says something like “follow my build” or “follow Bluetooth here” presuming that’s the name you’ve given to the car. As long as it’s clear the QR code is to a social media account or website for the car, I doubt that would turn away anyone who was genuinely interested.
Or just print stickers or a magnet with a social media handle for the car

It's definitely novel, no doubt about it. However, being novel doesn't necessarily make it a good idea. This definitely falls into the realm of intrusive advertising and very few people will have a positive reception to that.
In the theme of what you're aiming for, I'm afraid I really don't have any great ideas. You could make your car an open bluetooth speaker, but that's also a pretty equally bad idea just from the perspective of being turned into a nuisance.

There's not really a native way for phones to turn a bluetooth notification into a clickable link, doing so would pose a massive security risk to less tech-savvy people.
Probably better off with a QR code posted nearby or on the vehicle.
