You are absolutely right - Anyone who was right where it's unspooling would be very, very dead, and if I'm not mistaken, once a certain portion of that coil is unspooled the rest of that coil is going to be lifted and will whip around until it is fully uncoiled so it's area of "You will die" will grow a good bit and be erratic for a few seconds, so that driver should absolutely be cordoning off the area while he has time.
With that said, the alternative to this is that coil acting like a massive tire and rolling through anything in it's way. These are known in the industry as 'suicide coils' because when shit goes wrong they go through the truck, killing anyone inside, as well as anyone directly in front of the truck for a bit. I've seen the aftermath of one and it's not pretty.
There's a number of videos of these rolling at LOW speeds, like 15 mph, and they just fuck the truck. Given that velocity is squared when it comes to force, a sudden stop at, say, 70 mph can cause this to rip through a building no problem, not even counting vehicles.
I never hauled a coil, but I am guessing that there being no chains or straps that went through the middle to prevent something like this, or to ya know, secure it, is the first clue to the puzzle. As for the actual cause of the paper towel dispenser effect, someone more educated than me would have to chime in.

The cradle it is sitting in is most likely bolted to the trailer so it shouldn't roll at all and most steel places, in America at least, won't let you leave unless the coil is secured and tarped. So this is on the shipper as much as the driver for not following the proper procedures.
If you are going to use a cradle, why not rotate them 90 degrees so they are much less likely to roll, that's how they are hauled in Europe. Often with a cage over them as an extra safety measure.

I think this isn't a public road, and this is a truck that only operates on plant property. these multi coil trailers are what they use for that. at AK/Cliffs in Middletown OH their trailers have huge airplane tires because they handle weight better. these drivers also don't secure coils because they drive so slow and the cradles are so deep.
that building in the background could be anything, but a hot strip operation that turns slabs of steel into coils like this are very long like ¼-½ mile long.
I bet this is a steel mill and this coil was damaged and they were moving it before it broke.
I worked at an AL plant, this looks like AL to me. Agree that this looks to be process transport within plant. That’d be the biggest steel coil I’ve ever seen, if steel. I am baffled at this failure, never heard of it. But then again we had steel tubes in the ID for in process and cardboard tubes for shipping. I see why now, this would be a complete PIA to clean up.
It’s a coil transport truck for moving coils around on site. Deep saddle with minimal metal banding so that the center of gravity stays lower. Pretty much a ln industry standard. Truck does about 10-15 MPH on site, never leaves the yard, and never takes a corner at a speed capable of shifting center of gravity over. Can’t say how the eye got out of it to cause that though.

That wouldn't surprise me at all. I'm just remembering a job at 18(now in my 40's). Worked in a cold annealing plant where I operated an over head C-hook crain, loading those coils onto flatbeds... So, you're probably more right than I am.

I was an industrial contractor for many years, and did everything from installing blanking presses-hauling the coils for customers. The heaviest one I’ve personally seen was 42,000lbs and it looked like the barrel of a steam roller.
They'll get a couple of workers, cut it up, and take it to the furnace. On highway, yeah, it probably would cost. In the plant, not really that much work.
I have driven past a lot of screw ups in the last 35 years. I have never seen a suicide coil commit suicide before, thanks so much for this. Now I have something else to worry about as I pass them on a bumpy road.
That's definitely not good, I used to work in a warehouse that produces gaskets and heat shields. These were the same type of large coils that were used.an that material is razor sharp, without the proper PPE equipment.

yeah his load should be secured but its also on the mill for not properly banding the damn coil in the first place.
